DESCRIPTION

The Department of Anthropology at UC San Diego (UCSD) is a dynamic, complex and growing academic unit in the Division of Social Science. UCSD's program in Global Health has attained national and international attention. Administrative support for these two units is provided by a dedicated staff that strives to provide outstanding service to our faculty and students. There are currently 25 ladder-rank faculty in the department with active research programs here and abroad. We offer undergraduate and graduate degree programs in several areas of Anthropology and Global Health.

This multifunctional position has responsibilities related to Academic and Instructional Personnel such as application of professional UC Academic HR (Academic Personnel) concepts, organization and / or system wide policies, and procedures to provide guidance to supervisors and managers to resolve a variety of academic human resources issues of moderate scope and complexity. This position is part of a team managing business affairs in the department Anthropology and the Global Health Program.

Under general supervision of the Chief Administrative Officer (CAO), the Academic Personnel Analyst's primary responsibility is in Academic Personnel: independently manage the full range of academic personnel functions and serve as expert advisor to the Department Chair and CAO in Anthropology as well as the Global Health Program. Duties in Academic Personnel include analyzing academic file materials, making recommendations to the Chair for appropriate action, processing personnel files (new appointments, visas, merits, appraisals, promotions, and retentions), providing expert advice on academic leaves, compensation, benefits, employee relations matters, payroll actions and orientation/onboarding of new academic faculty, temporary salaried faculty, visiting academics, all graduate student positions, and undergraduate tutor/reader/UGIA . The position will involve interpreting and analyzing visa regulations in conjunction with UC policies in order to advise the Chair, CAO, and international faculty and employees regarding appropriate non-immigrant and immigrant visa status.

This position will also assume responsibilities of the Department Security Administrator (DSA), which consiste of requesting single sign on access, working with Divisional IT staff to setup UCSD email and active directory , and provide guidance on how to request access to various UCSD Enterprise Systems.

Occasional evenings and weekends may be required.

This position may be eligible for a Hybrid flexible work arrangement, which could include a non-standard work schedule, and/or the ability to work off-site part of the time.

QUALIFICATIONS

  • Knowledge of human resources management systems and other related business software programs and systems. Experience with on-line payroll/HR systems and ability to use data processing software and relational database systems to process various personnel actions

  • Knowledge of unit academic culture and educational goals of discipline(s) served. Demonstrated high level skill in assessing needs and developing strategies to support diversity and inclusion.

  • Knowledge of and ability to apply/interpret organization and college policies and procedures which govern academic HR. Experience in academic personnel in a higher education setting including review and appointment file preparation.

  • Demonstrated knowledge of academic salary scales and compensation plan.

  • Knowledge of organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies. Ability to interpret union agreements as well as contract negotiations, and to implement wage agreement components. Ability to communicate these issues to management and employees as required.

  • Analytical skills to conduct analysis and develop recommendations to Chairs / unit management. Demonstrated analytical skills including the ability to read, understand and interpret complex materials and documents. Abilty to summarize information and extract and emphasize the most critical and relevant aspects.

  • Demonstrated organization, problem solving, and communication skills. Interpersonal skills. Demonstrated interpersonal and oral communication skills including the ability to communicate clearly and effectively in a positive manner to a diverse and demanding group of people including faculty, students, staff, senior leadership, and campus administrators. Ability to work under pressure and with frequent interrruptions.

  • Ability to analyze and interpret complex immigration policy issues and convey information to academic personnel employees with potentially limited language and cultural comprehension. Skills to research emerging and new federal regulations regarding visa status and changes in status, employment and tax issues for visitors and their dependents extensions of stay, travel outside the US, etc.

  • Skill to operate a personal computer and demonstrated knowledge of databases, general computer applications, and programs including word processing and spreadsheets. Willingness and ability to update and increase computer skills and knowledge as needed.

  • Knowledge of University-specific computer application programs and pertinent databases. Proficient in the use of software applications necessary in administrative work, including database to retrieve current and historical information to compile reports and briefings, spreadsheets, and graphics programs and the ability to implement new systems to increase productivity, using email, word processing, spreadsheet, and calendar applications.

  • Strong knowledge of Interfolio, APOL, UC Path, or other similar other computer systems including employment and registration processes.

PREFERRED

  • Knowledge of systems for Academic Personnel, Payroll, and other university business systems for academic and staff personnel processing.
