Principal advisor to the Chair and Management Services Officer for Academic Affairs. Manage academic personnel services for the Department of Electrical and Computer Engineering; provide independent administration and coordination of all academic personnel matters. Analyze, interpret, and make recommendations to the Chair and internal CAP on academic personnel policies and procedures.

Participate in internal CAP and faculty meetings to provide policy interpretation, historical data, and exception analysis. Initiate and coordinate recruitment efforts, appointments, advancements, visas, and recalls. Ensure compliance with Academic Affirmative Action requirements; review, assess, and recommend revisions to existing policy and procedures; develop and formulate changes. Delegate and direct administrative recruitment tasks to the Assistant to the Chair. Process appropriate forms for all leaves, sabbaticals and faculty leverage program.

  • Basic knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR.

  • Knowledge of organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies.

  • Proven knowledge of human resources management systems and other related business software programs and systems.

  • Thorough knowledge of unit academic culture and educational goals of discipline(s) served.

  • Strong analytical skills to conduct analysis and develop recommendations to Chairs / unit management.

  • Demonstrated knowledge of appointment/review process for university academic employees.

  • Knowledge of policies and procedures as they relate to academic personnel, benefits and payroll administration.

  • Proven knowledge of academic appointment and employment policies.

  • Knowledge of university pay scales, salary administration, benefits, payroll system and payroll forms related to academic affairs and academic personnel.

  • Excellent mathematical and computational skills to work with percentages and formulas.

  • Skill to see the comprehensive picture both in terms of current complexities and interactions and in the Required long-range view over time. Knowledge and understanding of the structure of large organizations and how to effectively operate to accomplish goals and develop new initiatives/programs within this framework.

  • With fast and accurate typing and proofreading skills, strong experience using computer software/systems such as Excel, Word, PowerPoint, and Gmail.

  • Proven analytical skills used in evaluating information, procedures or situations to define a problem or objective, identify relevant concerns, recognize alternatives, formulate logical and objective conclusions and prepare reports, suggest solutions, etc.

  • Outstanding interpersonal skills and ability to interact with diverse personalities within and outside UC utilizing tact, diplomacy and flexibility. Ability to collect data, anticipate and resolve problems, evaluate possibilities of alternative solutions.
