DESCRIPTION
As a member of the Jacobs School Dean's Office Academic Personnel team/unit, the incumbent applies professional UC Academic HR concepts, organization and / or system wide policies, and procedures to provide guidance to supervisors and managers to resolve a variety of academic human resources issues of moderate scope and complexity. Manages and conducts independent review and analysis of non-senate academic appointment and review files which include Lecturer (Unit 18 and Continuing), Adjunct, Research/Project Scientists, Specialist, Academic Coordinator, Recall titles, and all Visiting Titles. Review files for compliance with campus and University policy and procedure and Unit 18 MOU, assuring accuracy and confidentiality; make recommendations for resolution of problems.
Participate in development, analysis, and implementation of new policies. See and review confidential documents on Unit 18 collective bargaining and grievance matters. Research and prepare reports and consult/contribute to the development and maintenance of academic affairs process and procedures. Provide recommendations, alternatives, and solutions for various academic affairs issues. Participate in a variety of special projects. Identify and implement enhancements to the AP database and website. Provide training as needed to department AP staff. Cross-train and serve as back-up to the Dean's Office Academic Personnel Manager in ladder-rank faculty review and analysis.
Serve as resources to departrment AP reps on visa and immigration matters. Keep abreast of changes in laws, immigration regulations and University policy pertaining to visa eligibility, the application processes and extension procedures.
Assist in academic processing for COSMOS program. Review and process various academic leave or special request forms, applies leave policy and advises department contacts on how to resolve issues that come up related to leave requests.

QUALIFICATIONS
Basic knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR. Demonstrated theoretical and practical knowledge of UC academic policies and procedures needed to coordinate and advise on academic personnel issues; ability to research, advise or consult with Academic Affairs Manager, Dean and/or Associate Deans to propose creative solutions in line with divisional objectives.
Knowledge of organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies. Ability to analyze documents for compliance with University regulations and procedures; Unit 18 MOU regulations and procedures; Affirmative Action Guidelines; and immigration regulations.
Knowledge of human resources management systems and other related business software programs and systems. Strong computer skills in a PC environment with demonstrated ability to work independently and proficiently with a variety of business applications (Google Apps, MS Office Suite, email, spreadsheet, word processing, database, and web browsing) and University information systems (i.e. PPS), with the willingness and ability to update and increase skills and knowledge as needed. Demonstrated experience with computerized systems, database management, and spreadsheet and word processing programs to manipulate data and create reports.
Knowledge of unit academic culture and educational goals of discipline(s) served. Knowledge and understanding of the structure of large organizations and how to effectively operate to accomplish goals and develop new initiatives/programs within this framework.
Analytical skills to conduct analysis and develop recommendations to Chairs / unit management.
Demonstrated organization, problem solving, and communication skills.
Ability to work independently, exercising initiative and judgment in the performance of a broad range of responsibilities in an environment of routinely sensitive and confidential issues; with the acumen and sensitivity to identify those decisions and activities which require confidentiality and/or higher-level consultation and/or group collaboration.
Attention to detail and ability to follow through on both independent and group projects, understanding the philosophy of quality service and cooperative group process, while displaying proven aptitude for both solitary and team-related endeavors.
Ability to proof, draft, edit and make recommendations for correspondence and written materials. Ability to write and speak concisely and persuasively.
Knowledge of visa rules and guidelines and ability to interpret and communicate guidelines effectively.
SPECIAL CONDITIONS
May be required to work overtime during peak periods.

Pay Transparency Act
Annual Full Pay Range: $48,900 - $102,300 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $23.42 - $48.99
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
