DESCRIPTION
DEPARTMENT OVERVIEW:
The Computer Science and Engineering (CSE) department embodies the university's tradition of excellence as a world-class leader in computer science and engineering education and research. Ranked in the top 20 nationwide, the department is dedicated to research, education and overall excellence.
CSE has approximately 75+ faculty FTE, 20+ professional researchers, 45+ staff in career/casual titles, 300+ tutors, and 175+ TAs. There are over 1,900 undergraduate students enrolled in 3 majors, with annual enrollments of 25,000+. The department has a graduate education program with over 1,000 students (~350 PhD students and over 900 Master's students).
POSITION OVERVIEW:
Under general supervision by the Academic Personnel Manager, the Academic HR Analyst 2 is responsible for the analysis and administration for academic affairs and personnel for the Computer Science and Engineering (CSE) department.
The incumbent is responsible for all personnel actions for assigned academic appointees including, recruitment, appointment and review of Research and Project Scientists, Pre- Six Unit 18 Lecturers, Affiliates, and appointments in the Master of Advanced Study Programs (MAS), Summer Session and Associate-Ins. Duties include independent responsibility for: new appointments, reappointments, recruitment and hiring, merit and promotion files of assigned academic employees; grievance/disciplinary actions; formation and/or submission of policy exceptions; visas; UCPath data entry and academic timekeeping. Attends University meetings/workshops relating to Academic Personnel.
Updates applicable Google groups and CSE AP site. Serves as back-up to AP Analyst managing visiting appointments and backs-up other AP Analysts as needed. Assists HR Generalist with student assistant and limited appointments. Serves as back-up to HR Generalist for other HR matters and in their absence.

QUALIFICATIONS
Bachelor's degree in related area and/or equivalent experience/training.
Basic knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR. Experience in higher education and an in-depth understanding of the academic process. Demonstrated previous experience in the areas of academic affairs and academic personnel administration at an academic institution.
Knowledge of organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies. Demonstrated experience working with policies and procedures as they relate to academic personnel, benefits and payroll administration. Knowledge of university pay scales, salary administration, benefits, payroll system and payroll forms related to academic affairs and academic personnel.
Knowledge of human resources management systems and other related business software programs and systems. Demonstrated skill in using personal computers and a wide variety of software packages for presentations, written communication, data processing and electronic communication (e.g. MS Word, Excel, Access, internet searches, Gmail, etc.).
Knowledge of unit academic culture and educational goals of discipline(s) served.
Analytical skills to conduct analysis and develop recommendations to Chairs / unit management. Ability to locate, extract and identify important information and data; analyze, synthesize and compile data, and present it in an effective and meaningful fashion.
Demonstrated organization, problem solving, and communication skills. Strong demonstrated organizational skills, with the ability to prioritize daily operations and projects in order to meet rigid deadlines, ensure smooth workflow and handle multiple tasks simultaneously. Excellent oral and written communication skills, with demonstrated ability to effectively compose, edit and proofread letters, memoranda, and summary reports with clear and concise expression, proper grammar, style, spelling and punctuation. Demonstrated ability to provide information and/or instructions in a clear, concise manner. Skills to communicate clearly, effectively and professionally, in person, in writing, via phone and email with people from a variety of backgrounds.
Knowledge of immigration regulations and experience in the preparation and processing of visa applications. Ability to interpret university and INS visa, immigration and non-resident tax regulations related to employment.
Experience working with diverse populations of individuals, notably a large number of internationals. Excellent interpersonal skills to interact effectively with students, staff, faculty, and all visitors to the office in a positive, helpful and welcoming manner.
Demonstrated ability to take initiative and work independently and effectively with minimal supervision. Ability to work under pressure and with frequent interruptions.
Demonstrated ability to perform work with attention to detail.
Ability to maintain confidentiality regarding financial, payroll, and personnel information.
Excellent reading and comprehensive skills to analyze, understand and interpret complex materials and documents.
Ability to establish new procedures for faculty and department operations when necessary, along with skill to perform work according to established protocols.
Demonstrated knowledge of standard and computerized filing systems. Ability to maintain and cross-reference complex filing systems for rapid/easy retrieval by self and others.

Pay Transparency Act
Annual Full Pay Range: $63,800 - $111,600 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $30.56 - $53.45
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
