DESCRIPTION

Academic Affairs is the largest of the vice chancellor areas at UC San Diego. Led by the Executive Vice Chancellor (EVC), it is comprised of seven academic divisions and schools, seven undergraduate colleges, the University Libraries and University Extension. The vice chancellor area also includes academic support units, as well as the units under the purview of the Vice Chancellors of Student Affairs and Equity, Diversity & Inclusion. Academic Affairs annually manages expenditures in excess of $750M, 2.7M ASF of space and employs over 13,500 academic, staff and research employees. The Office of the EVC is responsible for policy and procedure communication and implementation, resource administration, training and guidance, and program development for administrators, faculty, and staff within the EVC areas.

Applies professional UC Academic HR concepts, organization and/or system-wide policies, and procedures to provide guidance to supervisors and managers to resolve a variety of academic human resources issues of moderate scope and complexity.

The Academic HR Analyst will provide Academic Personnel support to the Quartet units, which consists of four units/departments including San Diego Super Computer, Qualcomm Institute, Halicioglu Data Science Institute and The Design Lab. Responsible for managing academic personnel actions for the Quartet units. Analyze, interpret, and make recommendations to the Directors and Business Officers on academic personnel policies and procedures. Participate in faculty meetings to provide policy interpretation, historical data, and exception analysis. Initiate and coordinate recruitment efforts, appointments, advancements, visas, and recalls. Ensure compliance with Academic Affirmative Action requirements. Review, assess, and recommend revisions to existing policy and procedures; develop and formulate changes. Interact with Academic Personnel staff throughout general campus, SIO, UC Health for joint appointments.

  • Occasional evenings and weekends may be required. Overtime may be required.

  • Hybrid work location may be available (Campus/remote).

QUALIFICATIONS

  • Experience with academic personnel including thorough knowledge of policies and procedures related to academic appointments and academic reviews. Knowledge of and ability to apply/interpret organization and college policies and procedures which govern academic HR.

  • Working knowledge of visa administration, human resources, and bargaining contract.

  • Experience in payroll/timekeeping administration and proven ability to process payroll in a timely and accurate manner. Strong math skills to perform calculations.

  • Knowledge of organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies. Demonstrated ability to interpret policies and procedures, propose solutions, and apply to non-recurring situations.

  • Knowledge of human resources management systems and other related business software programs and systems. Ability and knowledge of personal computer platforms and software tools including spreadsheets or databases, word-processing and internet to streamline and automate work for effectiveness and efficiency.

  • Thorough knowledge of the academic process and experience managing a broad scope of complex personnel and related functions including academic personnel, payroll, academic recruitments.

  • Strong analytical skills to conduct analysis and develop recommendations to Chairs / unit management.

  • Effective, high level writing skills to formulate and present written materials in a logical and comprehensive manner.

  • Excellent interpersonal skills and ability to interact with a diverse population.

  • Ability to clearly and accurately express substance and nuance in both oral and written communications and to independently compose correspondences and edit documents effectively.

  • Knowledge of state and federal rules and regulations related to access to records.

PREFERRED

  • Knowledge of UCPath system for academic employees.

  • Knowledge of UC academic policies and procedures to manage and coordinate academic personnel actions.

  • Knowledge of UC San Diego salary scales and compensation plans.
