DESCRIPTION

The 340B Program Coordinator is responsible for ensuring operational accountability, compliance, and process development of the 340B Program. This position will support the day-to-day operations of the 340B Program, act as a liaison to key stakeholders, act as a primary contact for the program, perform ongoing analysis and audits of the program, ensure maintenance of the split billing software, and ensure compliance with all state and federal regulations of the 340B program. Additionally, the 340B Program Coordinator leads and supervises the 340B Program Auditors and Compliance Specialist.

Duties include (but are not limited to):

  • Serving as the covered entity’s compliance expert on 340B Program details, policies, and procedures
  • Assisting in development and maintenance of policies and procedures for the 340B program
  • Keeping abreast of regulatory issues concerning 340B
  • Monitoring and assessing 340B guidance and/or rule changes, including, but not limited to HRSA/OPA rules and Medicaid changes
  • Acting as the liaison with necessary affiliated departments to ensure 340B Program integrity
  • Providing oversight and leadership from the Department of Pharmacy for the 340B Program
  • Developing and maintaining internal (Billing, accounting, procurement, etc) and external (wholesalers, manufacturers, external auditors, etc) relationships Actively engaging with senior leadership and participating in decision making processes related to 340B
  • Assisting with change management in regards to 340B eligibility
  • Providing education and consultation to all staff regarding the 340B program compliance and operations
  • Auditing for 340B program compliance across UCSD using available tools
  • Acting as a channel of communication to direct compliance issues to appropriate resources for investigation and resolution
  • Ensuring issues and concerns are being appropriately evaluated, investigated and resolved
  • Ensuring annual HRSA recertification is completed within the allowable timeframe
  • Ensuring that HRSA 340B OPAIS is accurate for all organization entities
  • Ensuring registration of any new associated sites are within the allowable time frame
  • Reviewing and negotiating 340B Contract Pharmacy arrangements
  • Managing relationships, billing services and compliance with contracted 340B pharmacies
  • Evaluating current and future contract pharmacy opportunities, including contract language, fee structure, data set up, and internal and external auditing
  • Serving as the point person and coordinator for all external audits
  • Providing oversight for all audits performed by independent external auditors
  • Maintaining a current state of "audit readiness"

MINIMUM QUALIFICATIONS

  • Nine (9) years of related experience, education/training, OR a Bachelor’s degree in related area plus five (5) years of related experience/training

  • Experience and proven success in knowledge of the methods, tools, and practices involved with regulatory compliance.

  • Thorough knowledge and ability to apply all relevant Federal and State regulations applicable to the 340B program.

  • Demonstrated work experience related to auditing systems or work requiring analytical evaluation of data.

  • Must be proficient in Microsoft Office Suite, particularly Excel. This position has routine use of spreadsheets of manipulation of large data sets.

PREFERRED QUALIFICATIONS

  • California Pharmacy Technician License.
  • Has completed the Advanced 340B Operations Certificate Program.
  • Prior experience using EPIC or equivalent Electronic Medical Record/Outpatient Pharmacy information system.
