Serve as Staff HR Generalist for the Climate, Atmospheric Science & Physical Oceanography (CASPO), a division of Scripps Institution of Oceanography, Oceans, and Atmosphere (OA) Section. Interpret, evaluate and monitor information, policies, procedures, and bargaining unit agreements. Advise supervisors and employees accordingly. Advise on all staff personnel matters relating to recruitment, job classifications, hiring, salaries (new-hire, merits, equities, bonus awards, stipends, etc.) separations, layoffs, performance, and leaves. Coordinate all staff personnel documents and perform all personnel online processes. Responsible for working routinely with HR manager to ensure internal control and smooth workflow of operations pertaining to various HR processes. Provide advice and guidance on all staff HR appointments including career, limited, recall, contractual, and temporary employment. Prepare, coordinate, and process paperwork or submit via online systems information regarding employment, job description updates &/or reclassification, compensation (merits, ranges, equities, bonus awards etc.), layoffs, performance evaluations, telecommuting agreements, leaves, etc. Responsible for updating and maintaining the content of the CASPO Business Office website. Provide work direction to the divisional Timekeeper.
Serve as department administrator for all Postdoctoral Scholar employees. Responsible for CASPO Postdoctoral administration including Postdoc Scholar-Employee, Postdoctoral Fellows, and Fellowship Supplements. Work directly with PIs advising, initiating, coordinating, assembling and submitting postdoctoral appointment and merit files. Responsible for visa status of pending, new and current Postdoctoral Scholars. Work with Postdoctoral employees, expected new hires and visitors on obtaining the appropriate visa/work authorization.
Assist AP/HR Manager with Academic appointment and review files as requested. Responsible for tracking academic end dates and next reviews. Responsible for creating Publication Links for each file review via Google Drive. Assist AP/HR Manager with other file preparation as needed during peak period. Responsible for visa request for new and current academic employees. Prepare visa application forms and work with employees/visitors. Update UCPath to reflect visa end dates and US dates of entry as necessary. Monitor visa end dates and work with Academic employees on extensions or visa transfers.
Applies professional human resources, organization policies and procedures to provide guidance to supervisors and managers to resolve a variety of human resources issues of moderate scope and complexity.
- Overtime and weekends may be required during peak period and as needed.
Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR. Demonstrated ability to exercise good judgment for problem-solving; good analytical skills and ability to anticipate problems. Ability to take various policies and procedures into consideration and formulate potential solutions.
Knowledge of organizational policies and procedures and knowledge of functional area. Demonstrated knowledge of human resources and payroll administration principles.
Basic knowledge of human resources policies and programs, and how they affect other organizational policies and procedures. Demonstrated knowledge of and experience with all aspects of human resource functions, bargaining units, and various personnel programs, policies and procedures including recruitment, classification, compensation, benefits, leaves, performance, etc. Proven ability to interpret policies to employees.
Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems. Excellent computer skills and experience with computer systems, various software applications, conducting internet searches, using email, etc. Knowledge and experience on a Macintosh computer and related software, e.g. Excel, Word, Acrobat Reader, etc. Proven ability to create spreadsheets and utilize and various databases.
Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments. Strong demonstrated organizational skills to maintain accurate and complete records, to update and maintain shared spreadsheets, and to follow divisional internal procedures and practices. Ability to prioritize and handle multiple tasks simultaneously keeping various ongoing projects moving forward to ensure timely results. Excellent written and verbal communication skills. Demonstrated strong compositional skills for writing correspondence and justifications and exceptions to policy with strong knowledge of English grammar, spelling, punctuation and usage.
Demonstrated ability to handle difficult or volatile situations / individuals effectively. Ability to interact effectively and constructively with faculty, staff, and students in person, in writing, and over the telephone, exercising tact and diplomacy with emphasis on flexibility and professionalism.
Experience processing visiting graduate students and visiting scholar paperwork and utilizing visiting scholar and visiting grad student on-line appointment system.
Ability to self initiate and to work and act independently and prioritize job functions and demonstrate flexibility to meet deadlines in a high volume work environment and insure smooth work flow. Ability to function as a team member keeping various staff informed as required.
Demonstrated math skills to accurately calculate percentages.
Demonstrated ability to understand concepts then effectively communicate them to a website's audience.
Demonstrated strong organizational skills to coordinate large volumes of work, establish priorities, and meet deadlines. Demonstrated experience in maintaining a high degree of accuracy and attention to detail under the pressure of deadlines, while working with constant interruptions.
