This is a 1-Year Contract position. This appointment may be extended or converted to career status based on the needs of the department.
Incumbent serves as the Senior Strategic Initiatives Analyst within the Office of Operational Strategic Initiatives with a dual reporting line to the HR Renewal Project Director. This position primarily provides support to the HR Renewal Project that will lead to operational efficiencies and cost savings campus-wide, as well as support the University’s ability to accomplish transformational initiatives in education, research, and healthcare. Incumbent will be responsible for identifying and evaluating opportunities, plan and implement solutions, and track and measure success with regards to the most critical short term and long term organizational, business, and financial issues facing the University as a whole.
Much of the efforts put-forth by the Senior Strategic Initiatives Analyst will be in support of the HR Renewal Project. The analysis, recommendations and program management/oversight that will be performed is highly complex and requires a wide range of knowledge regarding business and organizational management as well as an extensive knowledge of UC San Diego and UC’s administrative organizations, departments, policies, procedures, processes and practices.
Proven ability to focus on priorities, strategies, and vision. Proven ability to assess a broad spectrum of organizational needs and job-related demands, establish priorities, delegate, and manage multiple projects simultaneously.
Demonstrates ability to learn quickly, reason, synthesize and generalize based on information obtained. Proven ability to quickly understand business issues and data challenges, and translate those issues and challenges into process improvement measures and technical solutions; Proven ability to refocus quickly from one activity or role to another and change priorities quickly as circumstances dictate; Ability to maintain accuracy and focus with attention to detail in fast-paced environment with constantly changing priorities.
Skilled in facilitation, consulting and relationship building. Experience interviewing subject matter experts as part of the process mapping and business requirements definition phases of process improvement projects; Ability to work collaboratively with a range of professional associates across multiple departments, including cross-functional teams with members from both business and technical units.
Possesses effective verbal and written communication skills. Proven ability to communicate ideas, thoughts, and meaning to articulate one’s position clearly. Proven ability to make incisive, coherent presentations, and respond to rapid questioning on difficult issues; Proven ability to make oral presentations which are well organized, clear and understandable, informative and persuasive; Demonstrated ability to communicate tactfully and work cooperatively and effectively with a variety of individuals (e.g. colleagues, subordinates, architects, engineers, project managers, and contractors); Proven ability to communicate business needs and recommendations in both written and oral formats, leveraging data and charts, to ensure clarity and secure project resources.
Demonstrates analytical, problem-solving, project planning and implementation skills. Ability to think independently to design and develop solutions and procedures; Project management experience, including managing resources, scope, schedule and budget to ensure technical components of projects are delivered on time, to specification and of high quality; Strong analytical and research skills with attention to detail and the ability to summarize research and analysis into concise and relevant documents and presentations; Experience creating high level and detailed process maps using Microsoft Visio or comparable tools; Advanced systems skills. Ability to apply knowledge of systems to resolve problems, recommend improvements and develop new systems and processes. Competence in the use of database and spreadsheet functionality to analyze data and create end user applications. Ability to work with a variety of data sources - mainframe, network and local data.
Demonstrated ability to coach, facilitate, and influence people.
Demonstrated thorough knowledge of the organizational development and effectiveness field, theories, models to assess, design and implement customized organizational interventions. Ability to assess a broad spectrum of organizational needs and job-related demands, establish priorities, delegate, and manage multiple projects simultaneously.
Advanced knowledge of computing tools and modern administrative information systems, including UCSD resources (SQL, Data Warehouse, Millennium, Link Services).
4-yr college degree in related field; four years hands-on experience as a Business Systems Analyst or an equivalent combination of education and experience.
