DESCRIPTION

The Department of Emergency Management & Business Continuity focuses on the four phases of emergency management: mitigation, preparedness, response, and recovery for all health system sites and their faculty, staff, patients and visitors. Under general direction, the Coordinator works independently to develop, implement, exercise and revise business continuity plans, and maintains these documents in the web-based business continuity planning tool "UC Ready". They are responsible for the development and maintenance of a comprehensive Business Continuity Program that serves the entire organization, including clinical and business services located on campus or at remote locations.

Additionally, other areas of involvement of this position include facilitating the development of Department Emergency Operations Plans (DEOP’s) with unit leaders, reviewing and revising the Hazard Vulnerability Analyses (HVA), implementation of HICS (Hospital Incident Command System), activation and support of the Hospital Command Center (HCC), emergency planning, and progressive exercise and training development.

This includes developing or maintaining the Emergency Operation Plan, Policies and Procedures, developing and coordinating training and drills as dictated by the Hazard Vulnerability Analysis, previous improvement plans and staff or departmental requests.This position serves as subject matter experts in the area of Business Continuity, including Emergency Management, and on a daily basis is required to work with cross-functional teams and individually with key leadership and technical stakeholders to ensure the goals of the program are met.

  • Development and maintenance of a comprehensive Business Continuity Program that serves the entire organization, including clinical and business services located on campus or at remote locations.
  • Work with stakeholders to develop and maintain business continuity plans that include policy and procedures, through the web-based business continuity planning tool "UC Ready".
  • Develops and executes exercises to evaluate developed plans, works with stakeholders to revise plans and develops after-action-reports.
  • Facilitate the development of Department Emergency Operations Plans (DEOP’s) and incorporate into UC Ready. Ensures DEOP’s addresses the needs of the health system and are in alignment with the Emergency Operations Plan (EOP).
  • Provides guidance to department managers to ensure plans comply with Medical Center, federal, state and Joint Commission emergency management requirements.
  • Provide direction and functional/technical analysis for future revisions of UC Ready.
  • Serve as the UC Ready application administrator, managing user accounts and setting up system tables.
  • Coach stakeholders in the use of the web-based planning tool (UC Ready); troubleshoot and resolve any problems that clients report when using the tool.
  • Assists with HICS/HCC, including maintenance of policy, procedures and documentation, to assure readiness in the event of a disaster.
  • Design, develop, coordinate and conduct site specific and targeted training regarding the Business Continuity Program and associated policies, procedures and plans.
  • Assist Emergency Management team in the planning, coordination and execution of emergency drills, functional exercises and full scale exercises for all offsite locations in accordance with The Joint Commission standards and the Homeland Security Exercise and Evaluation Program.
  • Participate with external partners, task forces, committees and agencies regarding emergency management including those at the hospital, local, regional, state and federal levels.
  • Assist with disaster equipment and supply inventory, including full range of selection, ordering storage, rotation and associated functions.
  • Prepare program status reports to be provided to the director and the Emergency Management Committee as required.

MINIMUM QUALIFICATIONS

  • Must have valid California Driver’s License and acceptable driving record.

  • Bachelor’s degree from accredited college or university with a major related to healthcare, public health, public law, safety or closely related subjects inclusive of fire science, law enforcement or military and a minimum of three (3) years progressively responsible and directly related job experience in business continuity and emergency management experience in a healthcare environment.

  • Three (3+) or more years of relevant experience.

  • Experience and proven success in thorough knowledge/understanding of specific EH&S field(s) including related laws and regulations; and general knowledge/understanding of all EH&S.

  • Proven experience developing, writing, editing and exercising healthcare based business continuity plans and policies in a healthcare environment.

  • Minimum three (3) years experience with business continuity program management as primary job responsibility.

  • Demonstrated knowledge about CDPH, Cal OSHA, TJC, CMS and other regulatory requirements and laws related to emergency management in healthcare environments.

  • Requires excellent oral and written communication skills necessary to communicate the intent of business continuity plans and emergency management concepts to diverse audiences.

  • Background in hospital, clinics or EMS with experience using critical thinking and decision making skills in a clinical environment in order to apply business continuity and emergency management theory and practice.

  • FEMA Independent Study Program (ISP) Certifications:

    • ICS 100, 200, 700 and 800 and;
    • IS-1 - Emergency Manager: An Orientation to the Position.
    • IS-120.a - An Introduction to Exercises.
    • IS-139 - Exercise Design.
    • IS-235.a - Emergency Planning.
    • IS- 546. - Continuity of Operations Awareness Course.
    • IS-547.a - Introduction to Continuity of Operations.
    • IS-548 - Continuity of Operations (COOP) Program Manager.
  • Proven experience actively serving in a Hospital Command Center activation either for exercises or real events.

  • Strong teaching/training skills, curriculum development, and evidence-based research.

  • Proficient computer skills with proficiency in MS Office Suite, and SharePoint for website management.

PREFERRED QUALIFICATIONS

  • Homeland Security Exercise and Evaluation Program (HSEEP).
  • Advanced Business Continuity credential.

SPECIAL CONDITIONS

  • Must be able to work various hours and locations based on business needs.
  • This position requires flexibility to orient and work at all UC San Diego Health locations.
  • Ability to be available to report for duty on a 24 hour a day basis when needed
