DESCRIPTION

The Director, Strategy, Program Planning & Development position is the lead operational strategist and program manager for Moores Cancer Center at UC San Diego Health, one of only 40 National Cancer Institute-designated Comprehensive Cancer Centers in the United States. This designation is reserved for cancer centers with the highest achievements in cancer research, clinical care, education, and community contributions. Moores Cancer Center strives to stay at the forefront of emerging cancer research in a patient-centric environment.

Reporting directly to the Chief Administrative Officer, Oncology and Radiation Therapy Services, the Director will be responsible for the design, implementation and oversight of programs and best practices that ensure optimal standardization, integration, growth and quality across oncology operations and and infusion services at UC San Diego Health. The Director develops and directs strategic, growth, and operational objectives for the oncology service line, while overseeing program development, performance management, personnel activities, budget, and the provision of services.

The Director is a key member of the oncology operations senior management team and is responsible for championing operational strategies, leading new growth initiatives and managing operational marketing and business development. The Director is also a key member of the infusion leadership triad consisting of this position, the Medical Director for Infusion Services, and the Director of Nursing for Infusion Services.

KEY RESPONSIBILITIES:
* Researches and identifies opportunities to improve existing clinical services and develop new programs and partnerships. Develops comprehensive proposals and project plans.
* Administrative triad partner for infusion services with Medical Director for Infusion Services and the Director of Nursing for Infusion Services.
* Works with Infusion leadership team (triad, pharmacy, revenue cycle) to develop and implement workflows, management information, and metrics to lead and develop infusion business.
* Leads oncology operations' transition from a fee for service environment to a managed care environment.
* Leads the coordination of department initiatives including changes to services, equipment procurement, and communication strategies. Advises and assists with enterprise initiatives.
* Participates on advisory groups incorporating feedback into business strategy proposals.
* Conducts formal evaluations of new programs and services to measure impact and ROI.
* Applies advanced knowledge of medical specialties, delivery systems, and medical center operations to guide and influence stakeholders.
* Consults with senior leaders, faculty, program managers and business strategy team providing direction on projects involving service creation, expansion, and enhancement.
* Fosters a culture of continuous process improvement and teamwork.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in business, healthcare administration or related area, or equivalent combination of experience and training.
  • Relevant experience in a clinical healthcare, hospital or ambulatory medicine setting. Experience in oncology setting is highly desirable.
  • Minimum of 5 years of relevant experience in strategy, business development, and project management within healthcare, academic medicine and/or multi-hospital/clinical environments. Oncology service line experience is preferred.
  • In-depth knowledge of business development concepts, best practices, and functions.
  • Advanced analytical, critical-thinking and problem solving skills to assess complex issues and develop solutions.
  • Advanced planning, project management, change management, process improvement skills.
  • Advanced interpersonal skills to lead and work collaboratively and effectively with multi-disciplinary, cross-functional teams.
  • Advanced written and verbal communication skills, including ability to positively interact with executives, providers, and staff at all levels.
  • Advanced ability to develop comprehensive reports and presentations.
  • Advanced proficiency in Microsoft Office software and database applications (Word, Excel, PowerPoint, and Access).
  • Demonstrated leadership skills to motivate and influence others.
  • Ability to achieve measurable results in a diverse stakeholder landscape balancing competing and conflicting interests.
  • Knowledge of common organization- or research-specific and other computer application programs
  • Proven ability to multi-task and perform effectively in fast-paced, complex, dynamic, and deadline-driven environments.
  • Working knowledge of common organization-specific and other computer application programs.
  • Ability to use discretion and maintain all confidentiality.

PREFERRED QUALIFICATIONS

  • Advanced hospital administration (MHA, MPH) or business degree (MBA) preferred.
  • Experience in oncology setting is highly desirable.
  • Management experience within clinical ambulatory operations.
  • Knowledge of oncology Infusion.
  • Familiar with regulatory requirements for inpatient and outpatient oncology.

SPECIAL CONDITIONS

  • Must pass a background check.
  • Must pass physical, drug screen, immunization screening and TB test.
  • Must be able to work various hours and locations basedon business needs.
