UC San Diego Health is seeking a Value Based Care Data Architect responsible for architecting, developing, and optimizing the Value Based Care team’s database schema(s).
The database schema(s) span all aspects of healthcare data and operations including but not limited to, patient experience, patient access, ambulatory, inpatient, home, post-acute care, revenue cycle, customer service, market data, digital health, capitation, and other types of data.

The three operational objectives are to develop a platform for Analytics-as-a-Service (AaaS) products, instantiate a highly custom and rapidly developing business into database schema(s), and enable agile and consistent reporting by automatically materializing common query and transformation functions. The technical requirements are that the schema(s) be highly performant and consistent (i.e., governed) across databases, reporting products, and workflows.This position is part of a collaborative data team with business analysts, data source developers, data visualization developers, and ETL developers. Familiarity with developing custom data models from Ambulatory (e.g., clinical encounters, clinical episodes), Tapestry (e.g., referrals and claims), and Healthy Planet (e.g., registry) data is strongly preferred.
The Value Based Care Data Architect reports to the Value Based Care Analytics Manager in the Information Services department.

UC San Diego Health’s Value Based Care programs aim to advance the Quintuple Aim- the simultaneous improvement of patient outcomes, patient experience, health equity, provider experience, and reduction of cost of care. Insightful and timely analytics directly drives clinical and operational population health efforts to achieve all five outcomes in a program scalable in the community across county lines.

Technical Skills

Ideal candidates will be highly experienced in:

  • Autonomously designing, maintaining (e.g., data integrity and governance), and optimizing complex data models across multiple databases and schemas using highly performant SQL functions based on operational and technical objectives.
  • Developing custom data models purpose-built for operational and technical objectives such as Analytics-as-a-Services (AaaS), performing clinical and business functions, or agile and consistent analytics.
  • Developing data models facilitating non-SQL advanced analytics (e.g., R or Python)
  • Developing data models in a cloud-based environment (e.g., AWS)
  • Developing and automating multi-step stored procedures with audit code to track data source integrity and performance.
  • Optimization of SQL code to meet department guidelines on system performance using techniques like Common Table Expressions (CTE) and executing functions.
  • Development in a data warehouse environment collaborating with ETL developers on incorporating external data from stage tables and optimizing cross-database query performance.
  • Developing detailed test plans validating their data sources to comparable data sources, reference measures, or previously validated reports.
  • Performing and participating in peer code reviews.

Data Systems Analyst

Involves technical acumen for planning, designing, developing, implementing and administering data-based systems that acquire, prepare, store and provide access to data and metadata. Maintains and optimizes systems and migrates data and systems as needed. Ensures integrity and completeness of data and workflow, manages and / or develops data practices, databases and information systems as well as guidelines, dictionaries, registries and / or services. May include interpretation of scientific research data artifacts as well as mediation across science and technology domains and long-term data care. As information architect and data steward, designs systems, data products and / or data production processes while focusing on data curation, data exchange, data security, data integrity and information environments. (Re)evaluates frameworks, strategies, standards and standards-making activities. May involve work with a project-level data repository, a center or an archive.

Having significant experience, applies advanced data / information management concepts and campus / medical center / OP objectives to resolve highly complex issues where analyses of situations, information or data require an in-depth evaluation of variable factors. Selects methods and techniques to obtain desired results

Key Responsibilities

  • Develops full data / information documentation for highly complex small and medium-size projects.
  • Plans and conducts data analysis efforts for highly complex small and medium sized projects that may include managing partnerships between multiple institutions. Establishes or maintains information documentation standards such as data naming standards and value domain descriptions. Schedules and conducts analysis sessions. Documents ownership, custody and access requirements for data subject areas.
  • Coordinates reviews of data models and data definitions. Develops both conceptual and detailed data models for projects. Develops dimensional models for data subject areas. Creates and manages workflows (including ETL, data curation and others).
  • Initiates and designs for diverse date and data systems. Initiates, designs and implements detailed interfaces between computer systems. Initiates, designs, executes and sustains metadata for collections of digital objects.
  • Other duties as assigned.


  • Nine (9) years of related operational experience, education/training working with Operational experience working with population health management programs (e.g., enrollment, capitation, ambulatory, care management, social determinants of health, ambulatory quality) and technical experience developing SQL based reports OR a Bachelor’s Degree in related area plus five (5) years of related operational experience/training working with Operational experience working with population health management programs (e.g., enrollment, capitation, ambulatory, care management, social determinants of health, ambulatory quality) and technical experience developing SQL based reports.

  • Professional experience and proven success performing clinical workflows, user interface optimization, clinical decision support, rules development, data integration and mining, clinical ontologies and adoption of technology.


  • Certification, knowledge, and experience working with clinical and revenue cycle Epic data especially Caboodle but definitely Epic Clarity.
  • Experience in clinical, revenue cycle, or managed care operations.
  • Experienced architecting highly complex automated schemas (50+ tables/views).
  • Experienced with developing Analytics-as-a-Services (AaaS) products.
  • Experienced working autonomously in a data architecture role, working directly with clinical or business operations.
  • Expert experience in multiple Epic data models such as Ambulatory, Referrals, Tapestry, etc.
  • A high level of proficiency in SQL programming is required and experience in creating views, stored procedures/automation, and SSIS.
  • Comfortable working on a highly collaborative team with operations and technical resources
  • Familiarity with Agile development, Software Development Life Cycles (SDLC) , Product Development Life Cycles (PDLC), and waterfall implementation methodologies
  • Developing data models facilitating non-SQL advanced analytics (e.g., R or Python).
  • Developing data models in a cloud-based environment (e.g., AWS).
  • Developing and automating multi-step stored procedures with audit code to track data source integrity and performance.

  • Must be willing to work various hours and locations based on business needs.
